Steps to reproduce:

1) Create domains:

Root/domain1
Root/domain2

2) Add accounts to those domains

3) Register public templates in domain1 and domain2.
4) Login as a user of domain1. You are not able to see the template registered in domain2. Only template of domain1, its parent domain(s), child domain(s) are being returned.
