Any update on when this will be fixed?
Reason I'm asking this: This error message on the front page (and even
other page) makes this project look very unmaintained - which makes me
very wary to trust it to fix security issues in a timely manner - which
makes me wary to use it.

This issue has returned. There was some
[https://blogs.apache.org/infra/entry/svn_service_outage_postmortem major
work recently] on the Subversion server, so that naturally comes to mind
as possibly related.
