Hi [~croberts], looks good except for a couple of things:
1. step_controller.js needs more work. AMBARI-2294 has been filed to take care of some issues with that.
2. The unit test was updated, and it actually causes failure.
I've uploaded AMBARI-2118.patch, which includes all the changes you submitted, minus step9_controller.js and cluster_test.js.
