    Description: 
As discussed with [~dawidwys], the original purpose to separate ReadableCatalog and ReadableWritableCatalog is to isolate access to metadata. However, we believe access control and authorization is orthogonal to catalog APIs and should be a different effort.

Thus, we propose to merge
