I would like to see load balancing in the server and my first guess is that the
function would go into the proxy.  That's where I would start and see where it
leads.  I invite you to join the modproxy-dev@apache.org mailing list to join in
a discussion.  I am closing this PR and will track this request in the STATUS file.
