   This is a temporary solution to work around in order not to block the following release procedure.  If you decide to take this way at this moment, I can cooperate for the release manager work. But I have other two concerns:
   
   1. How can we guarantee that all the related tests are disabled caused by the shaded issue? Because we ever did the same work before via #10699 , and I wonder whether it would happen once more if we do not have the mechanism to confirm.
   
   2. How can we guarantee that these two hotfix would not  be forgotten to reopen after FLINK-15355 are solved completed in future. Maybe we should create a jira ticket to record them as a correlation with FLINK-15355?
