As noted in the reviews for FLUME-745, the internal structure of NaiveFileWalManager is very confusing.   Initially, the WALManager assumed that it would be a singleton but over time evolved so that there was on per agent.  The locking in this is critical but difficult to follow. It should be refactored for clarity.
