Resolution: Cannot Reproduce
Doesn't seem to behave in this manner anymore.

> If the create disk-store command in gfsh is followed immediately by a create region that references the disk store, it fails with a message that the disk store doesn't exist. If a sleep is inserted between the create disk-store and create region commands it succeeds.
