Took a different approach that uses standard Servlet 3.0 config vs shiro specific config.  The resulting cookie looks like this.
Set-Cookie: JSESSIONID=1b5jkp8aljhiouj8a3qap2yxj;Path=/gateway/cluster;Secure;HttpOnly
