ie4 pr2

I don't have a timeline, but both the problems found so far with pr2 will
be fixed in pr3.  It's amazing how nice it is to be able to talk with
someone involved with the actual IE code.

I'm tempted to make a "known client problems and workarounds" page
documenting all the bugs we've found over time.  Just for posterity of
course.
