This refers to code for APR 1.0.1. Visual Studio .NET 2003 is unable to
read/convert any of the .dsp files in the source, so none of the code can be
compiled right now. Also, the documentation on the compilation on Win32 speaks
of "msdev".  There is no msdev in .NET 2003.
