[PR] [Inlong 9167][SDK] Use UUID as the batch ID instead of snowflake ID for DataProxy Golang SDK [inlong]

   ### Modifications
   
   Currently, we use snowflake ID as the batch ID in DataProxy Golang SDK, which dependents on the host IP, when we get private IP failed, SDK will init failed, we can use an UUID as the batch ID.
