I think this is reasonable. Although TM will delete other checkpoints [when recovering|[https://github.com/apache/flink/blob/3ec376601f836df6314e771b243ca6f896a7f642/flink-runtime/src/main/java/org/apache/flink/runtime/state/TaskStateManagerImpl.java#L199],] if JM re-allocate the task, the files in local recovery directory of aborted checkpoint would not be clean up properly, it's right to delete early.
