I found this specific location in another post to general@i.a.o:

   The Incubator top-level is in repos/asf/incubator/public/trunk/
   and each project is at repos/asf/incubator/$project/

And this checkout just succeeded:

   svn co https://svn.apache.org/repos/asf/incubator/public

I found the derby file in:

   public/trunk/site-author/projects/derby.cwiki

As a test I added Jeremy Boynes as a committer to that file. My svn commit completed successfully; i.e. it appears that derby committers have sufficient karma to update the podling project page.

Now just need to unwind the rest of the instructions in http://incubator.apache.org/howtoparticipate.html from going from wiki to html.
