Fixed the DeployVirtualMachine flow to check if the affinity group processor is available. If not available, deploy VM will fail and user will be indicated with suitable error.

However for existing VMs that are stopped and started when the processor is removed by admin, we are not erroring out the start. The Start VM will proceed without following the affinity group. For this alert system should be in place to alert the user. Please reopen if this behavior does not seem reasonable.
