[SPARK-3038] delete history server logs when there are too many logs

enhance history server to delete logs automatically
1 use spark.history.deletelogs.enable to enable this function
2 when app logs num is greater than spark.history.maxsavedapplication, delete the older logs
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/scwf/spark hslog
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/spark/pull/1981.patch
To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:

@scwf I don't think the history server should delete logs on disk. It is intended to be a read-only serving program that doesn't modify your application logs. Since it doesn't produce any logs itself there is no reason for the deleting to be done by the history server. Would you mind closing this PR?
