GeoSPARQL is a collection of capabilites (the mandatory core is really very small).

What functionality are you interested in?  It might be better to see which parts of GeoSPARQL are most useful?

Have you looked at jena-spatial?

Have you suggested to the Parliament people about upgrading because Joseki predates SPARQL 1.1 Protocol.
