<jar doesn't translate property strings

I don't know if this is a bug or a feature.  There are some jarfiles 
associated with the application that I want to include on the 
classpath in the jarfile manifest.  I want to pass these as properties, but 
ant doesn't translate the ${...}, but puts it in the manifest 
as a literal.  Similarly, for ${version} and {$TODAY}.  See ant code and 
manifest below.
