1.0 - stable

I have released mod_dtcl 1.0 to the web site.  mod_dtcl at this point
is going to be in 'stable' mode, meaning that almost all development
time is going into Rivet.

I would also like to take the opportunity to welcome Craig Huckabee as
a new committer(*) to the project in recognition of his quality,
dependable, long-term work on mod_dtcl.  Hopefully he will also lend a
hand to making Rivet work on the windows platform.
