The Java Broker currently allows for enforcing flow control when a store determines that it is "oversized", but if the same file system is being used for other processes then an out of disk space condition may occur even if the store itself is not growing or of unreasonable size.

Add a housekeeping task which checks the space of the filesystem containing the store (where known) and enforces flow control (and emit a warning) when the free space falls below a threshold
