Existing support for determining colocation doesn't look at the csiv2 transport addresses in the IOR, so won't work if csiv2 is enabled.  This extends the colocation check to compare the csiv2 transport addresses in the IOR with the ports open on the server side of the orb to see if it's the same orb.
