restartNetwork with cleanup=false in Shared Networks

Hi,

Wanted to know what should restartNetwork with cleanup=false in Shared Networks do ?

When I do a restartNetwork with cleanup=true , I see the router being destroyed and recreated.

When I do a restartNetwork with cleanup=false, I don't see any reprogramming of routers happen. What should be the expected behavior ?
In my case I am using the default shared network where I have dhcp and dns service being provided by VR.

If cleanup = false, no clean up of existing rules happens at backend but expected behavior is that all pf/lb/staticnat rules get reapplied and all network elements get re-implemented.
