Cassandra assumes that the seed hosts use the same control port as the current instance. This way no to instances of cassandra on running on the same host can see eachother. This can be useful for testing purposes.

Resolution: Won't Fix
If you want to test multiple instances on a single machine, just put them on different local IPs with the ListenAddress configuration directive. (127.0.0.1, 127.0.0.2, etc.) Running them all on the same IP w/ different ports would be more confusing than useful.
