Currently ASF policy states you need to put the source in the official distributions channel. [1] You also cannot vote on a git tag but need to inspect the release artefact, the contents of LICENSE and NOTICE depend on what's in the artefact not what is in version control.

> Pulsar PMC is releasing its first release for pulsar go client. [https://github.com/apache/pulsar-client-go.]
> Since the release don't create any artifacts but just cut a release tag. Per the ASF policy, "Every ASF release MUST contain one or more source packages, which MUST be sufficient for a user to build and test the release provided they have access to the appropriate platform and tools.". It requires one or more source packages.
