tagging patches

Currently, the Release Manager creates a subversion tag on an official 
release after the community vets the release. These tags live at 
https://svn.apache.org/repos/asf/db/derby/code/tags/

Anyone can create an unofficial patch and give it to customers. Any 
committer can tag one of these patches. Is it appropriate to use the 
community's subversion repository for these patch tags? If so, is there 
some standard place to put patch tags? I would appreciate the 
community's advice here.
