New ticket created IGNITE-1070 "Zombie entries in cache with SortedEvictionPolicy"

Hi,

I created a new ticket IGNITE-1070 "Zombie entries in cache with
SortedEvictionPolicy" and started working on it.

Ticket was created because test
GridCacheConcurrentEvictionConsistencySelfTest.testPolicyConsistencySortedLocal
fails sometimes.
