The MiNiFi C++ effort to provide heartbeats and allow operations in the agent (https://issues.apache.org/jira/browse/MINIFICPP-36) established a base API.  We should provide a reference implementation of this in the C2 server and the needed extensions to fully support the capabilities.  This would include things like maintaining state of instances/commands, security, and integration with resources that would be shared.  In some aspects this could be a full flow as is currently provided through such things as the NiFiRestConfigurationProvider but in other scenarios would pertain to a different resource type.
