   Hi, this is a WIP pull request. 
   @bozhang2820  , I was wondering if there was something I can read to properly understand how to set sqlState for the error classes: I don't understand how to do it correctly. I know there's a table in the README.md file which helps, but I'm not too sure what tables the scheduler uses. I think if I fix this issue of not assigning sqlState correctly, I can also find out why the tests are failing.
