LocalMsgIndex is generated during the build automatically. Which message loader did you configure?
Note: see the comments in *src/xalanc/Utils/CMakeLists.txt*. Some of the message loaders (e.g. ICU) are known to be broken and need someone to fix them.
If in doubt, use the "inmemory" loader.
