Currently we have to instantiate one StagingPrecondition per subscriber agent. Each of these opens a consumer on the status topic. 

When we have multiple agents this would put a lot of stress on the journal. 

So this issue is to change StagingPrecondition to be able to support multiple subscriber agents with one instance.
