[users@httpd] OS X/Apache: must be logged in for web access

Hi,

I have Apache HTTP Server 1.3.28 running on OS X 10.3,
and a new web access problem has arisen. The .php
files I'm hosting are located in my "coopdb" account's
Sites directory. As long as I'm logged in as "coopdb"
and the computer isn't in sleep mode, people can
access the webpages.

However, as soon as I log out or the computer goes to
sleep, I receive a "Page cannont be displayed"
warning. The same occurs when I access the server's
default web page.

This problem has only arisen in last couple of months.
And in that time, I've only upgraded my versions of
MySQL and PHP.

I've tried stopping and starting OS X's Web Sharing
(to restart Apache). And short of restarting the
computer, I'm unsure what to do. Is Apache somehow
running as a user application rather than a system
service?

Any advice on the matter would be much appreciated.
