I've reverted this from branch-1.3 for the moment, until the issue that I described can be addressed. I don't see where this would impact master startup time. If we need to pre-initialize this on startup, let's do it in a background thread only on startup. We need to make sure that locality is not recomputed on every run and that we use the cache instead.
