FileDirContext and case sensitivity

The following is in the relase notes:

[4.1.15] FileDirContext:
          allowLinking will also disable case sensitivity checks (which are
          relatively similar).

What exactly does it mean when it says disable case sensitivity?  Is that a windows thing?
