[java] eclipse build

I recently committed changes to the top-level pom so that setting up  
Eclipse works now.

Follow the new instructions I just added to [1]. Also, note that the  
new management stuff seems to have a package name issue, so you might  
want to avoid importing that project into Eclipse for now (or if you  
want to see what the problem is, just try importing it into your  
workspace).
