Using axis.enableListQuery

Where does one set the system properties for enabling list query when
using Tomcat?

With the brief available at alphaworks.ibm, it seems to me that the
framework provided by WSIF will parallel JAX-RPC in terms of
functionality. Is this a correct understanding?
