[I] Logs downloaded as empty file when filtering by log level [airflow]

   Downloading logs from the UI downloads empty file whenever any log level filter is chosen.
   
   ### What you think should happen instead?
   
   The downloaded logs should either respect the filter and download only filtered logs or ignore it completely and always download full logs.

   Try to download logs when log level filter is selected.

   We can resolve this issue, or we can use it to remove this empty lines from downloaded files, to match the UI behavior

   I want to work on this issue and have been able to remove the empty lines in the downloaded log files with filters

   Hmm, can't reproduce that as well anymore. I do see the log lines in the downloaded files, but it looks like the logs are filtered out, but the empty lines stay there. Maybe that was the case from the beginning, and I just did not notice it.
