Currently prefiltering can be disabled via a System.property ({{oak.observation.prefilteringTestMode}}) in the ChangeProcessor. That, however still generates the ChangeSet and evaluats the prefilter, it just doesn't apply it (test mode).
It would be useful to be able to disable prefiltering entirely. One way to do that is to not run through the ChangeCollectorProvider's validator - that way not attaching a ChangeSet - that way skipping prefiltering entirely.
