[ANNOUNCE] Release Apache RocketMQ 4.5.0

Hi all,

The Apache RocketMQ team would like to announce the release of Apache RocketMQ 4.5.0.

This release implemented the new features of Dledger and also publish the RocketMQ's User Guide, and fixed some bugs,further improved the stability of RocketMQ.
