It's not a real problem or buy, just a request - sorry if this is the wrong place.

How about a conf option to make the server ignore the shebang line,
and pass the perl straight to the location specified in the the boot path?

Nope, sorry chaps, but you may find someone who does on the ActiveState Perl-win32-web list
