When I access to http://cloudstack.staging.apache.org/docs, its redirected to http://cloudstack.staging.apache.org/docs/ja-JP/index.html

In case of ja-JP, 
http://cloudstack.staging.apache.org/docs/ja-JP/index.html is broken.

In case of zh-CN, 
http://cloudstack.apache.org/docs/zh-CN/index.html is broken

Expected behavior:
Show like http://cloudstack.staging.apache.org/docs/en-US/index.html with selecting expected language (like Japanese) in left menu.
