This is more of a documentation clarification or proposed enhancement to
LimitExcept which helps in setting up permissions for a webdav file structure.

The documentation should note that <LimitExcept></LimitExcept> needs to have
some require statement in order to be applied.  If you have a
<LimitExcept></LimitExcept> block without a require user, require group... it is
not applied.

It is helpful when setting up webdav file trees to turn off all webdav protocols
at the top level with <LimitExcept> and then restore them at the subdirectory
level.  Right now, I have assigned the LimitExcept to a non-existant user, but
it would be help to turn these protocols off completely.

<LimitExcept GET HEAD OPTIONS>

</LimitExcept>

I'm not sure I understand the question, but perhaps what you are looking for is
<LimitExcept GET OPTIONS>
Order allow,deny
Deny from all
</Limit>
