SCXML state machines can be composed using refereces to external files (<state src="...">). Presumably the "profile" attribute of the referenced file would have to be matched against the referencing documents profile for compatibility reasons. The exact behavior needs to be defined by the SCXML spec.

Yup, this needs some more clarification so the fix version of v1.0 that you've set here seems appropriate :-)
