[jira] [Commented] (KUDU-3210) Support FIPS approved mode

Bakai Ádám commented on KUDU-3210:
----------------------------------

On OpenSSL 3, FIPS_mode is removed ([https://wiki.openssl.org/index.php/OpenSSL_3.0#Upgrading_from_the_OpenSSL_2.0_FIPS_Object_Module)] and we use the system openssl, it may be a good idea to create a solution that works on both openssl versions.

> FIPS 140-2 is a standard used to approve cryptographic modules. Some versions of OpenSSL support a "FIPS mode" where only approved algorithms and key sizes are enabled. Kudu should be able to run when FIPS mode is enabled and should provide a way for admins to require that FIPS mode is enabled.
