throttling Tomcat

Is there a way to control the max amount of CPU that a
given JVM can use?

Say I have a webpage that leads to 5 different
servlets.  One of those servlets is a real CPU hog. 
Is there a way that Tomcat can control the niceness of
its children?  I'd like to set a cap on how much CPU
any one JVM can use.
