[PR] Workaround for m2e-core/issues/2091 [jena]

This PR addresses a problem which is specific to Eclipse IDE: https://github.com/eclipse-m2e/m2e-core/issues/2091
Sometimes, when doing "maven project update" the process fails with "OutOfScopeException".
Jena does not use `.mvn/` settings -- it is two empty files -- and the workaround mentioned on the Eclipse issue works.
This POR add `.mvn/` to .gitignore. That will stop accidentally picking up a contributors settings but would need to be undone if we want to have Jena specific settings (e.g. a "new class file" template).
