[I] [Feature Request]: Managed transforms Java API [beam]

   ### What would you like to happen?
   
   We need to introduce a Java API for transforms that can be managed by runners.
   
   Pipeline authors will be able to utilize such transforms in a generic way, for example using a URN/identifier and a config. Config might be available locally or in an external storage system / repository.

   Priority: 2 (default / most feature requests should be filed as P2)
