The operator currently juggles different configuration versions in the observer / reconcile loops : observe/deploy config.

The way they are used in certain cases can lead to problems or unexpected behaviour and is complex to understand.

We can probably eliminate the use of observe config or at least try to unify it as much as possible for a more straightforward behaviour.
