   This PR does some major refactoring of the current Dashboard builder branch to significantly improve react/redux performance and completely delete the v1 `GridCell` + `GridLayout` 🎉 . 
   
   _Writing up a longer description now about the deets/changes_
   
   **TODO before merge**
   - [ ] fix linting errors from stricter rules
   - [ ] remove unused libraries + files
   - [ ] clean up directory structure (merge `v2/` into `dashboard/`)
   - [ ] [maybe] fix tests, may do this in another PR
