The log indicated that LocalStoragePoolAllocator cannot find a storage pool to create the data disk to attach the volume. In your step #4, when you create the small data volume, have you created a disk offering that uses local storage? If you just use the out-of-box disk offering to create your small data volume, then the volume will have useLocalStorage flag turned off, then LocalStoragePoolAllocator will not be able to find the storage pool to create that data disk. Please clarify.
