   This approach seems great and I'd be happy to review a PR! (I can probably also circle back and do it but it may take a month or two).

   The `const char** `out should probably be a `struct ArrowBuffer* out`, since this is what the `ArrowMetadataBuilder` will build you. You could also add functions to get a key by name or visit all of the keys in place (I believe that would avoid a copy which might matter if your metadata is large).
